Yes. in the Chinese exclusion act. and in other instances which time will not permit me to enter upon now. and I know of no one who in any. of these instances disputes the right. Perhaps this acquiescence arises from the fact that the power has been exercised on popular subjects and has therefore met the popular approval. But the logic of the exercisa of that power is that we may embrace in it everybody who comes into this country from foreign nations. because. Mr. Speaker. the exercise of it is not based simply upon our XXI216 dislike of the Chinese or our dislike of anybody. it is not based merely upon the exigencies of the laboring man at particular times in this country. it is not based upon any such principles. but it is upon the broad ground that having control of our foreign relations we may provide for and meet every exigency which may arise. that we may deny or permit the entrance of everybody into this country. according to our discretion. as the necessities of the country guide it.
