I desire to add in addition to what I said in opposition to the amendment of the Senator from Iowa that it not only repeals. as I think. the Scott exclusion act. but it is a plain and positive repeal of the first section of the act of July 5. 1884. The first section of that act provides as follows: That from and after the passage of this act. and until the expiration of ten years next after the passage of this act. the coming of Chinese laborers to the United States be. and the same is hereby. suspended. and during such suspension it shall not be lawful for any Chinese laborer to come from any foreign port or place. or having so come to remain within the United States. There can be no question about its repeal or enlargement of that act. because that does not relate to persons who have been residents of this country and who have left it. but it is an absolute suspension of the coming ot Chinese laborers to this country for a period of ten years. no matter from what port they come. whether they are Chinese subjects or not.
