I find these Chinese persons here. I find them coming in by hundreds and by thousands. I am willing to take the 1st of June as a time when an enumeration shall be taken. and that all those who are here at that time shall be given a protecting certificate that frees them from molestation. so that after that time whoever does come in from China. invading these shores. raising all these questions. making all these troubles. can be detected. because he has no certificate. I will say to the Senator from Oregon that for the sake of peace in the future and having a line drawn so that we may know what this people is that we have to deal with. so that in time it will die out and disappear.
