I think this matter can be made clear. Itis in a nutshell. It provides that ata certain dateI propose to postpone to the 1st of July. 1891. so as not to interfere with enlistments on foreign stations and on vessels now cruisingthe enlisted force of the Navy shall consist of natives or naturalized citizens of the United States who have declared their purpose to become citizens. It seems to me there can be no question of the propriety of that legislation. My amendment proposes to put the date at such a time as not to interfere with enlistments on foreign stations.
