Plainly this newborn State says to all men who can not read. "Stay out of my borders." In addition to those of foreign birth. the native of this land who. surrounded by poverty in childhood. obtained no education is disfranchised the day he settles here. The veteran of the Union armies. who seeks a home upon the public domain in Wyoming. if he can not read. must yield up one of the priceless rights of citizenship.
