Session #51 · 1889–91

Speech #510033658

Some claim that citizenship and the right to vote should be identical. and that the denial of the right to vote is a denial of citizenship. That is not true. The fourteenth amendment of the Constitution defines very clearly who are citizens of the United States. All who are born within the United States and all aliens who become naturalized are citizens of the United States. The child but one year old is as much a citizen of the United States as the man of ninety. both being born here. A woman is as much a citizen of the United States as the President himself.
