Mr. President. that I regretted most sincerely to hear the language of the Senator from Indiana when referring to our Norwegian citizens. If I understood him aright. he spoke of them as among the halfcivilized immigrants from Northern Europe.* Mr. President. the Senator mistakes the people to whom he refers. Among all the thousands of Norwegians and Swedes in my own State I do not believe there is 1 per cent. who can not read and write. while many of them are highly educated and possess a knowledge of public affairs that will compare favorably with any of the Senators constituents.
