You can not touch the nerve in Mississippi with vice or crime or ignorance that the nerve in Massachusetts does not respond and feel as swiftly and as surely as the mandate of the brain of the Senator from Mississippi is conveyed to his fingertips. Now. that is our plan. Another part of our plan is this: We propose that the lawmaking power in this country and the lawexecuting power in this country shall. so far as we can influence it. protect the right of every American citizen. poor or rich. foreign born or native born. black or white. to cast the ballot which the Constitution confers upon him and to have that ballot counted. So far as that is a matter of State concern. we expect to leave it to the States which it concerns. So far as it is a matter of national concern in the election of national officers. we proposeto provide for it as fhr as we can by the exertion of national forces.
