Session #51 · 1889–91

Speech #510025844

The Senator from New Hampshire now proposes to ask for a committee of conference. The committee of conference is not an investigating committee. If it be the purpose of the executive department to occupy Bedloes Island for immigration purposes notwithstanding Congress may be opposed to it and the people opposed to it. then I am content that the responsibility should rest where it belongs. Certainly. if this resolution were passed. the committee could proceed immediately to investigate. and. further than that. could proceed to cast some further light upon the question. If it can be arranged between the Secretaryof War and the Secretary of the Navy. through the influence and aid of the committee. to transfer the immigration business to Ellis Island instead of Bedloes Island. it certainly will be much the quicker way of arriving at it. for a committee of conference can make no investigation. If you want to stop the investigation altogether. the way to do is to call for a committee of conference.
