There is no urgent demand for government down there. Those people are prosperous. l awabiding. orderly. proceeding along the path that leads toward the civilization they will by and by attain if they are let alone. And now comes the crowd of hungry immigrants. men who stood upon the borders of the Territory week after week and month after month. seeking to acquire wrongfully the land that lay before themfrom them comes this protest. Every white citizen who entered that Territory under rights of leasehold from the Indians knew the condition of affairs to which he was going. When the time shall come. as it surely will. when we shall acquire title to the greater portion of these lands. or nearly all of themwhen that time shall come. then in my judgment it will be soon enough to legislate for the creation of new Territories and to confer new junsdiction upon the courts.
