Then there is a pretty strong disposition to advertise a new country in need of capital for development. so that people going there will have an impression that they are to have an opportunity to educate their children. Thereare many reasons why rosecolored views appear in the returns of the Bureau of Education. I know an instance where I detected the falsity of those returns. and calling the official to account in regard to it he said that the pressure upon him was such. with reference to Northern immigration and the investment of Northern capital. that perhaps the returns were a little inaccurate. and they were extremely so. as a matter of fact. As I was saying to the Senator from Maine. here is an immense body of school lands. for Texas. he will remember. has her public lands. while in other States they belong to the country at large. and there is a large proportion devoted to the school fund. and in the future. when the State gets worked up. if she ever does. and those lands are gradually converted into money. they will be practically available for the establishment and the maintenance and the improvement of the schools. But such is not now the case.
