Mr. President. I would say for the benefit ofthe Senator from Missouri that the committee of the House of Representatives of the last Congress made a pretty full investigtion concerning the condition of the immigration into New York City. and especially into the character of the immigrants who came here. and made a report. They did not. however. make an investigation into the workings of the contracts existing between the Secretary of the Treasury and the New York State boards. That subject was left without investigation. and it has been recently the subject of inquiry bythe Secretary of the reasury and the Solicitor of the Treasury. It is desired now by the chairman of the Committee on Immigration in the House of Representatives and by members of the Senate Committee on Immigration that there shall be an investigation into the workings of those contracts. The method of investigation by joint action of the two committees is preferred. and I suppose there can be no objection to that investigation by this joint method instead of having separate investigations conducted by two committees. The subject is deemed of sufficient importance to warrant an investigation.
