I do not know whether that can be explained or not. I am not sure that the hypothesis is correct. A very large proportion of the foreign immigration that has come into this country has stopped in the Senators own State and a much larger proportion in the States of New York and Pennsylvania. It maybe that the cheapness of lands in the West has drawn people to them. I think that probably it is natural that a larger portion of that immigration should have gone to the cheap lands of the West.-where they could have a chance to obtain home3. which they could not do in the East. where the lands are dearer and are occupied.
