There is no law preventing foreigners serving as seamen on American vessels. There is a law which prevents them attaining the position of first or second officers. and that has this effect upon Nova Scotia and Prince Edward Island men. who. by the way. are just as good men as can be found anywhere in the world. and who make as good citizens as we have in the United States after they become naturalized. That law has induced these active seamen coming on our vessels to become naturalized. because each one of them is ambitious to become first or second officer of a fishing schooner.
