On Wednesday last there was a communication received from the Secretary of War. transmitting. in response to a resolution of June 11. 1888. such correspondence as has been found of record from April 15. 1861. to August 20. 1866. of the War Department with the division commanders of the Pacific and the department commanders of the Columbia and California. in relation to the subject of raising and organizing volunteer troops for the purpose of guarding the overland and inland mail and emigrant routes. The communication was laid on the table for future action. I move now that the communication be referred to the Committee on Printing.
