Grant. It appears from the evidence on file that the claimant was born in England. that lie caie to this country in 1848 and has since resided in Spottsyhvania County. Virginia. that iii 1856 he declared in oil of the courts in said Stale his intention to become acitizen of tile United States and to reiounce all allegiance to foreign powers. in the ini er prescribed by law. that in 1870 he took his final oath and received his naturalization papers. "On the 16th day of September. 1872. lie presented his.elaim to the Southern Claims Comiission. The reports of that conninission show that tle claim was never prosecuted before theil. TIe claimant alleges that lie did not prosecute his claim before the commission because informed by his counsel. after having presented his claim. that the commission had said that they would not take jurisdiction of the cause. oving to the fact that the claimant was not. at the time of the taking of the property. a citizen of the United States.
