Going back to the point the Senator was discussing a moment ago. he called attention to section 9 of Article I of the Constitution. and after having read it. argued that inasmuch as that section provided that "the migration or importation of such persons as any of the States now existing shall think proper to admit shall not be prohibited by the Congress prior to the year 1808." it left the implication that the States had the power to prohibit immigration. I desire to call the attention of the Senator to the fact that that provision only applied to the States in existence at the date of the adoption of the Constitution.
