I learned that the House of Representatives had already passed this bill which had been introduced that very morning into the House to restrict Chinese immigration. As is well known. it came into this Chamber within two hours after our session commenced. Rumor is at fault. the press of the country is at fault. we are all at fault. or the bill was brought directly from the Chief Executive of this nation to the House of Representatives when it was introduced there.
