President. is it for the best that we should vote a law today to exclude the Chinese from this country? It is for the best. it has always been for the best that that should be done. There is but one possible obstruction in the way. one possible difficulty to surmount. and that is the fact that we have $25.000.000 worth of trade a year with China. and the abrogation. the repeal by the Congress of the United States of these features of the Burlingame treaty and the treaty of 1880 which relate to the immigration of laborers into this country gives China the full and free opportunity to say fhat our trade relations with China are determined. It may even expose our missionaries and other Americans in China to distress. We have citizens over there.
