I shall not get down to that. young Senator as 1 am. We have no information coming from the proper Department that .China has refused to ratify the treaty which has been approved by the Senate. That treaty contains stipulations. amended as the Senate desired to amend it. so as to cover the wishes of this country and the American people on the subject of the restriction of Chinese immigration. To carry out that treaty we passed an act of Congress which has been fbr a few days before the President of the United States. Shall we now pass another act assuming that the Government of China has refused to ratify this treaty when we do not know it. and put two acts on this subject. started from different points of view. beibre the President at the same time?
