The Senator takes great comfort from a resolution introduced in the Republican convention of 1876 by the Senator from Nevada . and he says that means terrible things in the way of excluding Chinese from this country. What was the re3olution as quoted by the Senator? Since the authority to regulate immigration and intercourse between the United States and foreign nations restswith Congress. or with the United States and its treatymaking power. the Republican party.regarding the unrestricted"Not the immigration of the Chinese. not any immigration of Chinese. butthe unrestricted immigration of the Chinese as an evil of great magnitude. invokes the exercise of those powersTo do what? To prohibit the immigration of Chinese? Not a word of it. This bill prohibits. The complaint was of "unrestricted immigration." If they could just get restricted immigration. that was all they wanted. He did not say how much restriction he wanted. but he wanted it restricted. "Unrestricted immigration" was too much for him. And then what did they ask Congress to do? To restrain and limit that immigration by the enactment ofsuch just. humane. and reasonable provisions as will produce that result. That was a mere tub thrown to the whale. It amounted to nothing.
