The Senator takes great comfort from a resolution introduced in the Republican convention of 1876 by the Senator from Nevada . and he says that means terrible things in the way of excluding Chinese from this country. And then what did they ask Congress to do? To restrain and limit that immigration by the enactment ofsuch just. humane. and reasonable provisions as will produce that result. That was a mere tub thrown to the whale. It amounted to nothing.
