Everybody familiar with these people knew that there is not a man on this floor who. if twenty of these Chinamen were before him. ond walked out into the hall and came back. could tell whether they were the same twenty or a different twenty. They have none of the facial characteristics that our people have to distinguish them. They all look alike. and they are all alike. and the clause put in there that he who had a wife. he who had debts. he who had property might continue to come amounted to nothing but an increased immigration. Even death would not save them. fbr if a Chinaman got a certificate and went back and died another man took his place. They are a class of people on whom an oath has no obligation whatever.
