In 1883 that question came before the House and the House passed .the repealing bill. Let me go back a moment to say that in 1864 a committee was appointed consisting of three Republicans and two Democrats to take into consideration with reference to this. not only the petitions but the Presidents message. President Lincoln having recommended that some steps should be taken to increase the immigration because of the scarcity of labor. Two of the three were Republicans and two Democrats. one of the Democrats being from Missouri and one from Indiana. and the Democrats made a report with the three Republicans in favor of the bill. and it can not be shown that a single Democrat voted against it.
