Archibald Peachy. I believe. another Southern man. another Democrat. a leading member of the Assembly of the State of California at that time. a leader of his party. introduced a bill into the Democratic Assembly providing for the affirmation or legalizing in the United States of contracts for labor made in foreign countries. Th6 object of that bill was to make valid in the State of California and in the United States of America contracts made with the Chinese for cooly labor ranging from two to three and five years. by which coolies were to be brought to this country to work in competition with the laborers of California for wages at from $8 to $12a month. and thatata timewhen the ordinary common laborer in the city of San.Francisco and in the State of California could receive $3 a day for his labor. or $90 a month. That bill passed the Democratic Assembly of the State of California.
