As the Senator from Delaware says. there were then a great many fishery troubles. and I shall show that also from President Grants message. In December. 1870. General Grant sent a message to the Congress of the United States. in which the wrongs of the fishermen were pressed with great vigor. Yet. on May 13. 1870. there was a treaty of naturalization. That was all. There was not a word about fisheries. not a word about the Alabama claims. not a word about any of the disputes which then existed. and there were many. between the United States and Great Britain.
