The measure is a good one. It is most carefully framed to do all that is possible. It presses to the very verge of our authority under the treaty to legislate. and notwithstanding the suggestions of the gentleman from Illinois . that he distrusts any measure on Chinese immigration that comes from the Republican Senate. I feel assured that the most searching discussion of this bill to the very bottom in the most thorough manner will only the more certainly secure for it the assent of every member of the House. The bill is necessarily limited to doing what is allowed or authorized hy a treaty. as it deals with a question relating to a foreign nationquestion about which we have entered into solemn treaties.
