If the time. in his judgment. was unreasonable. why did he not seek to shorten it? This shallow pretext that he now makes might be believed by members of his own party if his record upon the subjectended here. but it does not. his subsequent votes too clearly disclose the convictions he entertained and which influenced and controlled his actions.
