The Democratic party and its representatives were not so tender of the feelings of the Chinese Government that they were willing to longer tolerate this abomination. Our own citizens were the sufferers. their rights were in peril. and it was no time to stop to see whether the proposed measure for their relief met the approval of the good graces of the Emperor of China or not. House bill No. 2423. to restrict Chinese emigration. by limiting the number of emigrants to be transported by vessels to the United States to fifteen each trip. passed the House of Representatives on the 28th of January. 1879. by the following vote: YeasDemocrats 104. Republicans 51. total 155. NaysRepublicans 56.
