Oh. there have been cheap rates offered often. and they have gone there. but they have had to come back emptyhanded because they could not find employment. Mr. Speaker. what I have said about Chinese legislation is true also in regard to the importation of contract labor. We pass laws upon that subject. and when they are evaded we amend them. .But what is the result? Americans. citizens of this country. men who have their money invested in business enterprises. and who care no more about the humanities of life than they do about the anim als they employ. send for cheap European laborers and bring them over here and employ them to theexclusion of ourpeople.
