In this country where manhood suffrage is the rule. decent. wellhoused. wellclothed. educated families are a necessity. We are pledged to the future. to the great American race which time will evolve from the mingling of blood and the fusion of nationality. These decent. wellhoused. wellclothed. educated folk are the only foundation upon which the perpetuity of our institutions can rest. Yet by the importation of cheap pauper labor. brought into competition with our labor. it has become impossible to protect and preserve the dignity of our laboring men. and it is to prevent the continuance of that evil that restrictive legislation has been found to be absolutely necessary.
