In my opinion too much credit can not be given to President Cleveland and his able Secretary. Hon. Thomas F. Bayard. for their success in negotiating a treaty far in advance of any ever negotiated between the United States and China. and which. I think. will furnish an effective remedy for the evils of Chinese immigration so long conplained of.
