This condition of things remained substantially the same until Mr. Burlingame went to China and made a treaty. True. observant men saw at this time that there might be trouble. but public opinion was not then aroused against Chinese immigration. Its evils then were not understood even by the people of the Pacific coast. The Burlingame treaty came to the Senate of the United States for ratification. of which I was at the time a member. and Mr. Conness was then a Republican Senator from California. The terms of the treaty. as we construed it. implied the right of the Chinese to become naturalized. The Republican Senators from the Pacific coast recognized the impropriety of Chinese naturalization. Mr. Conness. to avoid this evil. offered an amendment to the treaty prohibiting the naturalization of Chinese.
