I believe. comprises as nearly as I can find what you might term a syllabus of his opinions on this subject. and they are all on the right side. and he was one of the most powerful factors in the United States in the breaking down of that wild theory contained in the BurlingameSeward treaty. which opened the floodgates of immigration to this land and has given us more trouble than we have had with any other race of people in the world.
