The President of the United States has the power. without making any question of his statement of reasons at all. to hold any land in reservation. to keep it from sale. So if we send out this Geological Survey. and they make an examination and they determine the practicability of this irrigating process. then the President of the United States can hold it in reservation. and that answers the purpose we desire. Then you will find immigration going into that country. and perhaps it will not be thirty years from this day until that country is as well populated as Central Kansas or Western Missouri. So I am in favor of this plan. and I hope the Senate will agree to it.
