I appeal once more to the chairman of the Committee on Appropriations that he permit this amount to be increased. it is totally inadequate. I can assure him it is necessary. The increase is demanded by the great emigration which is now setting in from all parts of the Union and seeking homes even in the remotest placesin the small valleys. along the foothills. on the narrow creek hottomus. and even on the steep mountain sides. for in the western portion of the Coast Range even the declivities of the highest hills are susceptible of cultivation. and especially in dairy grasses which the humid atmosphere keeps verdant in the dryest seasons. l\r.
