I did not suppose the gentleman from New York was so unsophisticated as to think the lumbermen undertook to violate our laws with reference to the importation of contract labor. They do not attempt that. but this is the way they operate: They put advertisements in the newspapers in Canada saying that a great demand is now existing in the State of Michigan for men to work in the lumber woods. Only last winter an advertisement appeared in the Toronto Mail. I think. which read something after this fashion: " Wante .. ten thousand men to work in the lumber woods at Saginaw."1 One of the Saginaw papers. in copying this article from the Toronto paper. said: "We advise the men in Canada not to come here. no men are wanted here in the lumber woods at all. the market is already overstocked. within the last ten years wages have declined 25 to 40 per cent." These lumber operators never undertake.
