Mr. ONEILL. speaking in opposition to this bill. that " New York is in a large measure a foreign city." It is true. of course. that New York has many foreignborn citizens. and among them are a large number who bear the name of the gentleman from Pennsylvania. All of us in this country are foreignborn or are the descendants of European immigrants. Whoever speaks deprecatingly of the patriotism of the citizens who came to this country by choice and not by accident throws thereby a doubt on the integrity of that ancestor of his who first took the oath of allegiance to the United States. I have little regard for the man who contrasts his own patriotism with that of his grandthther. to the disadvantage of the latter.
