I desire to ask the gentleman from Michigan to yield to me five or ten minutes that I may refer to the act o the 4th of July. 1864. and ask that a portion of my speech in favor of the bill to prohibit contract labor may appear in the RECORD tomorrow morning. I think five minutes will be sufficient for my purpose. The act of 4th of July. 1864. was an act of humanity to restrain a custom that had prevailed in colonial days. I grew up among people who were brought from Germany under contract and were known to everybody as Redemptioners. because they had been sold to pay the expenses of the passage.
