There are others who are disqualified for other reasons. There is a large number of excellent citizens of the State who came from the Dominion of Canada to seek employment within the State of Rhode Island. Many of them are not naturalized. at least a large number of them are not. Now. all those men who were of the age of twentyone were enumerated in the census of 1880. But that election in the State of Rhode Island. the last election. and all elections have been fair and open. and that every qualified citizen had an opportunity without let or hindrance to cast his vote as he pleased. and when the vote was cast that it was counted.
