Now. I do not know what you people in the older States may think of this matter. but I have lived and grown up in two of the Western States. I have seen Wisconsin and Minnesota grow up from the wilderness by the aid of a laborious and extensive class of foreign emigrants who have settled in those States. They came to this country and declared their intention to become citizens of the United States. and have become good lawabiding citizens. They have occupied lands under the preemption and cashentry laws. have improved them. have built up the country. and are amongst our best and most lawabiding citizens.
