When the matter was brought to the attention of our Government we sent a imantwar to destroy the village where these inhuman people lived. to teach them and others the lesson that American citizens should be respected wherever they were. It seems proper under all these circumstances that the President of the United States should be authorized to give some sort of testimonial to these people. If this should be done it will have an exceedingly good effect with reference to our relations with the people of the Asiatic coast. The at~nount contained in this bill was incorporated in the deficiency bill of last year. was approved. I believe. by both Houses. but failed in consequence of the failure of the deficiency appropriation bill.
