Mr. Speaker. the career of General Shields illustrates one of the grandest features of our form of Government. Born in a foreign land. under a foreign flag. the subject of a foreign power. he emigrated to the United States and became a citizen thereof. and afterwards. by his own efforts. by his own ability. by his patriotism and devotion to his adopted country. he achieved the highest honors that can be given to an American citizen. except the Presidency of the United States. The proposition before the House to purchase the swords that were presented to him by the States of South Carolina and Illinois for gallant and meritorious services to his country. is not a measure to give a gratuity to his family or to indulge in unconstitutional legislation for their benefit. It is but a tribute. and a small one at that. which this country pays to one of the noblest men that have adorned our history.
