I am very much gratified at the information furnished by the Senator from Alabama that the President of the United States and the State Department are already negotiating a treaty for the utter exclusion in the future of Chinese immigration. I have no doubt that an expression of the Senate will be beneficial to the Department in their efforts to secure a proper treaty which will give tile Chinese Empire to understand the determination of this country to exclude Chinese laborers altogether. and I am exceedingly gratified that the country now sufficiently understands this question to deal with it intelligently. and that it is not a matter of passion or prejudice on .the part of the people of the Pacific coast. It is a question. when reduced to its ultimate results. whether we or the Chinese shall occupy this country.
