It would have declared war if necessary against Great Britain and demanded the release of this man as an American citizen. If we are to establish this rule. that every foreigner who lands upon our shores is compelled to stand over the county clerk and see that he makes a proper record of his naturalization. and does his duty before he can safely claim that he has been naturalized. I would not give much for the rights you confer upon him as an American citizen. Is the life of a man to go for naught on this kind of evidence and on such a ruling?
