Mr. Speaker. in the brief time allotted to me. as a member of this committee. I propose to take the position. and attempt to demonstrate it to every fairminded man on the floor of this 1-[ouse.-withoutbeing committed (as gentlemen in favor of the contestee seem to desire to commit all of us favoring the report of the committee) to the proposition that the contetee was guilty of perjuryI propose to maintain that the evidence upon which this claim is set up. that he was naturalized on the 28th day of February. 1865. is insufficient because it is contradictory and destructive of itself. In considering this case I was not actuated by the question as to whether there were many lbreignborn citizens in my district. nor whether there were many soldiers in my district. I esteem both of these classes of my fellowcitizens as I would be esteemed by them.
