In the time that I had allotted to myself for the discussion of this question I had not designed to discuss the facts in the case. because the proof of the lfatof the naturalization of Mlr.White amounted to such a nioral certainty that I did not suppose it would be necessary to dwell upon that question. I had designed to devote my time to the discussion of the law. But it does seem that the gentlemen of the majority have so far weakened in their opinionof the law that they find it convenient to discuss more elaborately the question of fact. and to insist that this contestee has not proved that he was a naturalized citizen seven years before the comlencement of his term of office. Therefore I shall have to use a very few minutes on that branch of the case. This is a somewhat remarkable contest.
