I mean this: Where the party exhibits a certificate purporting to recite a judgment of a court conferring citizenship upon him. that is a prima facie case of naturalization. but if. upon reference to the record which the certifica-:e purports to recite. it appears in fihct that no such record was made. then he can not claim to be a citizen simply on the certificate. In such a casethere is no foundation for the certificate. and ifl he wants to make the record conclusive he can go into court and by nu ce pro tine proceedings establish the record. if it can be fbund.
