Kosciusko County. and too out naturalization papers there. A great many of his friends assu ed. and the testimony discloses that fhat. that he became a citizen f in having been a discharged Federal soldier. under the doctrine aneunced in the letter called the McKeever letter. written by the Ass ant AdjutantGeneral of the United States. in 1882. to General John A.
