Then the question presents itself whether or not he. having received the highest number of votes. is a citizen tinder the Constitution of the United States. and entitled to hold the office. Or I will present the question in this way: First. is Mr. White a naturalized citizen of the United States. and can lie prove that fact by parol evidence? I anwer that he can not.
