"a series of assassinations and audacious and even mad enterprises. horrifying the powerful and dazzling the people till they believe in the triumph of the revolution." I do not contend. Mr. President. that this bill is all that could be desired. but I believe it is a step in the right direction. and a step which our people. native and foreign born. desire to see taken. I believe it will make the evasion of our present laws more difficult and compel in addition thereto. what the enlightened sentiment of our people demands. a moral quarantine. Mr.
